　　Based in the Country Office in Xi'an.

　　Responsibilities:
　　主要职责：

　　To provide conceptual, technical and managerial support for the improvement of the ongoing as well as the development of new Plan's child-centred community development water, environment and sanitation program/projects, in co-operation with Plan, local government, communities, families and partner organizations.

　　- University Bachelor Degree preferably in Water Supply and Sanitation Engineering/ Civil Eengineering;
" N% F; ^; U) c) V2 L$ W1 K% `　　- 大学学士或以上学位，水与环境卫生专业或土木工程专业为佳；
; {, L+ ^4 H" m6 c& d6 \% z4 S　　- Relevant experience in WES or other related program/projects;
4 y  Z1 ]  Z, l3 T8 l- v' ^) [: [　　- 水与环境卫生项目或其他相关项目的工作经验；
* l- j8 x1 T/ n　　- Experienced in communication with different level of government agencies and partner organizations;
* h; R, j5 [  j$ e4 @　　- 与各级政府的不同部门以及各种合作伙伴组织的沟通经验；
( g! W. ]& [, r0 d- F" f　　- High level of strategy and concept skills;
　　- 策略性和概念性思维能力强；
　　- Strong communication and interpersonal skills;
% I4 b5 [- ]- R% \3 K8 m　　- 很强的沟通能力与人际交流能力；
　　- Excellent written and spoken English and Chinese Languages;
　　- 优秀的中英文听说读写能力；
　　- High level computer skills (especially Microsoft Word, Excel, Outlook and preferably some knowledge/experience in using project software packages);
　　- 高水平的电脑技能（尤其是具有使用Microsoft Word, Excel, Outlook 以及项目软件方面的知识和经验）；
　　- Ability and willingness to travel;
